PennDOT Awards Interstate, Bridge Coating Contract

The Pennsylvania Department of Transportation has awarded a project in the amount of $47,697,936 for preservation of Interstate 80, as well as coating and repairs to other bridge structures in Clearfield and Jefferson Counties.

The contract was awarded to HRI, Inc. of State College, Pennsylvania. HRI, Inc. was the lowest of three apparent bidders. 

Additional bids included Glenn O. Hawbaker Construction (State College, Pennsylvania) in the amount of $48,380,380; and New Enterprise Stone & Lime Co., Inc. (New Enterprise, Pennsylvania) in the amount of $57,176,651.95.

The project involves improvements to 23.77 miles of highway and preservation work on six existing bridge structures.

Lump sum items included cleaning and coating structural steel, containment and disposal of non-lead paint cleaning residues, and railroad protective liability insurance.

The Pennsylvania Department of Transportation has awarded a project in the amount of $47,697,936 for preservation of Interstate 80, as well as coating and repairs to other bridge structures in Clearfield and Jefferson Counties.

The contractor will also oversee 5,342 square yards of epoxy overlay, 606 square yards of protective coating for reinforced concrete, and 151 square yards of waterproofing, as well as bridge jacking, piping, steel repair, milling and paving, utility services and miscellaneous site work.

Steel surfaces will require a three-coat system consisting of a zinc-rich primer, epoxy intermediate and polyurethane topcoat selected from standard NEPCOAT List B.

Surfaces to be painted will be prepared in accordance with standards for Near-White Metal Blast Cleaning (SSPC-SP 10/NACE No. 2) and tested for soluble salt with as-needed chloride remediation.

Containment according to SSPC-Guide 6 and waste disposal according to Guide 7 are required. Certifications for SSPC-QP 1, QP 2 and QP 3 are also required.

Owner-approved manufacturers for this project include Ameron (PPG), Carboline, Wasser, Sherwin-Williams, International Paint, Cargill, Cornerstone Construction Material, E-Bond Epoxies, E-Chem, Euclid, Kwik Bond Polymers, P3 Infrastructure, Sika Corporation, Transpo, Dayton Superior and BASF.
