Contractors Needed for Exterior Painting of WI Mansion

The City of Superior is soliciting bids for the exterior coating and renovation of the Fairlawn Mansion in Superior, Wisconsin. The Queen Anne Victorian-style mansion was completed in 1891 at the cost of $150,000, equivalent to well over $6 million today.

It features a four-story turret, gilded murals on the ceilings and frieze, marble and tile fireplaces, and original leaded and stained-glass windows. From 1920 to 1962 the third floor of the home served as a children’s home for the less fortunate. Today, the home has been restored to serve as a public museum as well as an entertaining space for weddings and special occasions.

Scope of the Coating Work

The awarded contractor will be required to follow specific methods for overall cleaning, hand-scraping, hand-sanding, priming and repainting for the historic protection and preservation of the Fairlawn Mansion. When cleaning the mansion, there is no intent to generally strip existing coating finishes so that siding and trim are exposed to bare wood. Complete paint removal is only required where existing finishes have deteriorated to the point of failure. All coating colors must match the owner’s existing.

When finishing the outdoor concrete floors of the exterior porch, including stairs and ramps, the contractor is required to first strip the previous coatings and clean off all contaminants with a gel topical treatment. Once surfaces are satisfactory, the contractor will finish by applying a penetrating clear sealer.

Wood restoration will consist of the contractor first patching areas of deteriorated wood by applying a two-step system. After patching, specified wood surfaces will receive one coat of a clear acrylic preservation coating system. Any replacement trim or siding pieces must be primed and receive one finish coat before installation.

When finishing the exterior surfaces of the mansion, the contractor will see that all specified wood, opaque and latex surfaces are to be cleaned by proper hand-scraping, sanding and washing. If spraying with water, pressure must not exceed 500 psi.

After cleaning has been completed, surfaces are to receive one coat of a penetrating alkyd primer. Where a gloss coating treatment has been specified, surfaces are to receive two coats of a latex enamel. Where a semi-gloss is preferred, surfaces are to receive two coats of an acrylic semi-gloss application. Any surfaces specified to receive a flat coating treatment will require two coats of a flat-latex house coating system.

Owner-approved brands include Benjamin Moore, Diamond Vogel Paints, ICI Glidden, Rust-Oleum and Sherwin-Williams. Owner-approved concrete sealer brand is PROSOCO.
