PennDOT Awards Bridge Cleaning, Coating Contract

The Pennsylvania Department of Transportation has awarded a contract in the amount of $1,173,000 for cleaning, coating and repairs to an existing bridge structure along State Route 8016 over SR 3016 and Horner Street in Dale, Pennsylvania.

The contract was awarded to Charles J. Merlo, Inc. of Mineral Point, Pennsylvania, the lowest of three apparent bidders. Additional bids included Cottle’s Asphalt Maintenance, Inc. (Everett, Pennsylvania) in the amount of $1,398,305.02; and J.F. Shea Construction, Inc. (Mount Pleasant, Pennsylvania) in the amount of $1,520,094.50.

The project includes a lump sum item for painting existing structural steel, as well as 333 square yards of protective epoxy coating on reinforced concrete surfaces and 698 square yards of latex-modified concrete overlay.

Steel surfaces will be prepared in accordance with standards for Near-White Metal Blast Cleaning (SSPC-SP 10/NACE No. 2) and tested for soluble salt with as-needed chloride remediation. Steel will be recoated with a three-coat system consisting of organic-rich zinc primer, epoxy intermediate and urethane finish, selected from NEPCOAT List B.

Concrete surfaces will reportedly require preparation by high-pressure water jetting, specifically 698 square yards of hydrodemolition, as well as scarification.

Containment according to SSPC-Guide 6 and waste disposal according to Guide 7 are required, along with certifications for SSPC-QP 1, QP 2 and QP 3.

The contractor will also oversee joint sealing, special mortar and concrete repairs, milling and paving, drainage work and miscellaneous site work.

The owner-approved manufacturers for this project include Ameron (PPG), Carboline, Wasser, Sherwin-Williams and International Paint.
