The U.S. Army Corps of Engineers, St. Louis District, is seeking a firm to perform rehabilitation of two tainter gates and a monorail crane bridge at the Jerry F. Costello Lock and Dam located in Randolph County, Illinois.
The contract is estimated to cost between $5,000,000 and $10,000,000.
Bids are due Sept. 23.
Scope of Work
The U. S. Army Corps of Engineers, St. Louis District, is seeking a small business for work consisting of furnishing all equipment including a floating plant, supplies and operations in connection with the rehabilitation, blasting and application of paint systems to the two tainter gates and the monorail crane bridge located at the Jerry F. Costello Lock and Dam. Formerly known as the Kaskaskia River Project Lock and Dam, the structure is part of the Upper Mississippi River Nine Foot Navigation Project authorized by the Rivers and Harbors act of 1930.
Surfaces will require solvent cleaning with mineral spirits or low toxicity solvents in accordance with SSPC-SP 1 prior to mechanical cleaning. Ferrous metal surfaces subject to atmospheric exposure will require abrasive blast-cleaning to Commercial standards (SSPC-SP 6/NACE No. 3). The monorail girder below the walkway, tainter gate middle girder and bottom girder, trunnion girder anchor plates, and cable hitch plates will require abrasive blast-cleaning prior to repair for Government inspection. These areas will be cleaned by dry blast-cleaning to Commercial standards (SSPC- SP 6/NACE No. 3).

Ferrous surfaces subject to severe exposure or extended periods of immersion will be abrasive blast-cleaned to White Metal standards (SSPC-SP 5/NACE No. 1). Surfaces such as tainter gates, trunnion girder anchor plates and upstream bulkheads will then receive a double spray coat vinyl zinc-rich primer and three coats of vinyl top coating. The upstream and downstream monorails, walkways, handrails, crane girders and supports will be coated with a zinc-rich moisture-cured urethane primer and intermediate coating, and a high-performance moisture-cured polyurethane topcoat.
The existing upstream and downstream monorail crane bridge walkway and handrails, and monorail bridge crane girders and supports contain lead-based paint. Containment of debris is required. Certification to SSPC-PCI Level 2 or NACE CIP Level 2 for all surface preparation and coating is required. Certification to SSPC-QP 2 is also required.
