The Wisconsin Department of Transportation is seeking contractors for rehabilitation of the Leo Frigo Bridge.
Bids are due Sept. 13. A guaranty of $100,000 is required.
Scope of Work
Contractors are being sought for structural repairs including structure repainting with a recycled abrasive, and structural overcoating of the Leo Frigo Bridge. Formerly known as the Tower Drive Bridge, the structure was renamed in 2002.
The structure was closed in 2013 after a 400-foot segment of the bridge sagged due to significant erosion around a pier’s footings. It had been part of a $17 million construction project which was completed that year. The bridge was reopened to traffic in January 2014.

Steel members will require overcoating, cleaning and priming application. The project also includes abrasive blast-cleaning with a recycled abrasive and structural repainting. Steel will be Hand and Power Tool Cleaned (SSPC-SP 2, SP 3) and abrasive blast-cleaned to Bare Metal (SSPC-SP 11).
It will also be coated with a zinc-rich primer, epoxy intermediate and polyurethane finish. Negative pressure containment and collection of waste materials is required.
The project requires certifications for SSPC-QP 1 and QP 2.
The owner-approved coating manufacturers are Carboline, International Paint, PPG, Rust-Oleum and Sherwin-Williams.
The contract has a completion date of Sept. 15, 2023.
