Contractors Wanted for Clemente Bridge Rehab

The Pennsylvania Department of Transportation is seeking contractors to perform rehabilitation of the Sixth Street (Roberto Clemente) Bridge located in Pittsburgh, Pennsylvania.

The project is estimated to cost between $30 million and $35 million.

Bids are due Nov. 4.  

Scope of Work

Contractors are urged to bid on a project for rehabilitation of the Sixth Street (Roberto Clemente) Bridge, which includes fabricated structural steel repair to floor beams, buckle plates, tower bases, stringers, stiffening girders, approach span girders and other miscellaneous steel structures. The work will also include cleaning tower interiors, cleaning of masonry surfaces and coating application. The bridge has a 430-foot span between towers with a total suspended length of 960 feet.

The Pennsylvania Department of Transportation is seeking contractors to perform rehabilitation of the Sixth Street (Roberto Clemente) Bridge located in Pittsburgh.

The chosen contractor will perform cleaning and painting of stiffening girder and tower interior surfaces using an organic zinc-rich coating system. The work will include removal of bolted access plates and pre-cleaning to remove all debris and preliminary abrasive blast-cleaning to facilitate inspection of base metal deterioration. The steel will require final abrasive blast-cleaning soluble salt and chloride remediation, and the application of a three-coat organic zinc/epoxy/urethane system selected from NEPCOAT List B.

The project includes painting existing hand-railings along Fort Duquesne Blvd and coating existing mesh-style handrails. The mesh-style handrails will require abrasive blast-cleaning, soluble salt remediation, and application of an epoxy primer and urethane top coat. Hand railings along Fort Duquesne Boulevard will require abrasive blast-cleaning, soluble salt remediation, and application of a zinc-rich primer, epoxy intermediate, and urethane finish coating.

The contract includes additional items for coating existing structural steel members. The steel will be abrasive blast-cleaned to Near White standards (SSPC-SP 10/NACE No. 2), tested for soluble salt with as-needed chloride remediation and recoated with a three-coat organic zinc-epoxy-urethane system selected from NEPCOAT List B. Containment according to SSPC-Guide 6 and waste disposal according to Guide 7 are required.

Work will include cleaning of towers and membrane waterproofing application at tower bases. An additional 261 square yards of anti-graffiti coating application is required for concrete and masonry surfaces. The anti-graffiti system will consist of either a two-coat epoxy/siloxane or three-coat epoxy/urethane/urethane system. Contractors will also oversee high molecular weight methacrylate deck repair. The estimated cost for the methacrylate system is $50,000. Additionally, 66 square yards of epoxy resin protective coating will be used on reinforced concrete surfaces.

The project includes 9,904 square yards of penetrating sealant protective coating for reinforced substructure surfaces and an additional 4,398 square yards of penetrating sealant protective coating to be applied to concrete superstructure surfaces. The owner-approved coating manufacturers are BASF and Euclid.

Certifications to SSPC-QP 1, QP2 and QP 3 are required.
