$238.30M Brooklyn Bridge Contract Awarded

New York City recently awarded a contract in the amount of $238.3 million to Navillus/MLJ, a joint venture, for the rehabilitation of approach arches and towers on the Brooklyn Bridge.

Navillus Contracting is based out of New York City, and MLJ Construction is based out of Pittsburgh. The joint venture was the lowest of six apparent bidders. Additional bidders included:

  • Tully Construction Co. Inc., of Flushing, New York, in the amount of $236,599,894;
  • Tutor Perini Corporation, of Peekskill, New York, in the amount of $261,380,000;
  • Skanska USA Civil, of Whitestone, New York, in the amount of $267,447,000;
  • Judlau Contracting, of College Point, New York, in the amount of $269,838,671.20; and
  • Southwest Constructors of Austin, Texas, in the amount of $356,421,535.

Bids were received Feb. 7. Work began on this project June 28 and has an anticipated completion date of Dec. 9, 2022.

Scope of Work

This project involves rehabilitation of the approaches and Brooklyn Bridge approach arches, towers and miscellaneous rehabilitation.

New York City recently awarded a contract in the amount of $238.3 millionn to Navillus/MLJ, a joint venture, for the rehabilitation of approach arches and towers on the Brooklyn Bridge.

The awarded contractor will oversee 3,000 square feet of shop prime and field coating structural steel with City of New York System A and 55,000 square feet of total coating replacement on structural steel members utilizing City of New York System B. Both systems will require abrasive blast-cleaning to Near White (SSPC-SP 10) and coating with an organic zinc primer, epoxy intermediate and urethane finish coating.

The contractor will also conduct 72,000 square feet of total coating of galvanized steel members using City of New York System N, which includes cleaning and spot coating with an epoxy zinc primer, a full coat of epoxy intermediate and a full coating of a polysiloxane finish.

Fasteners will receive solvent cleaning and power wire-brush cleaning and coating with City of New York System A. Water washing of cables is also required.

Contractors will oversee 26,750 square feet of application of a two-coat protective sealing of structural concrete. Concrete surfaces will require abrasive or shot blast-cleaning followed by vacuum cleaning before sealant application. The project also includes 1,000 square yards of winter surface treatment of substructure slabs and structural approach slabs.

The project also includes a lump sum item for removal and replacement of the membrane system at tower access hatches and 11,250 square feet of spray-applied waterproofing membrane application.

Contractors will perform removal of lead-based paint from brick masonry surfaces. The project stipulates 26,000 square feet of cleaning granite approach surfaces and 252,500 square feet of cleaning granite towers. Granite and masonry surfaces will be cleaned with commercial available masonry cleaners. The owner-approved manufacturers include: ProSoCo Sure Klean, Diedrich Technologies, Chemique Inc. and Shore Chemical Company.

Containment and disposal of 9,049 pounds of contaminated hazardous solid materials and 229 gallons of contaminated liquid materials is required. The contract also includes lump sum items for furnishing a containment system.

Certification to SSPC-QP 1, QP 2 and QP 3 is required.
