Contractors Wanted for CT Apartment Rehab

The Trumbull Housing Authority is seeking contractors to perform complete modernization of 19 apartments and exterior rehabilitation to 167 apartments in the Stern Village elderly community located in Trumbull, Connecticut.

Stern Village serves residents who are elderly and disabled. There are a total of 186 existing units in Stern Village, including 100 efficiency homes and 86 one-bedroom units.

The complex received $5.3 million through the Community Development Block Grant: Small Cities program, which provides businesses an opportunity to invest in nonprofit housing programs by buying tax credits and applying them to their corporate taxes. The development is expected to grow further over the coming years.

Bids are due July 27.

Scope of Work 

This project will involve a complete modernization of 19 apartments and exterior rehabilitation of an additional 167 apartments within the Stern Village Community. All buildings will receive a new asphalt shingle roof, a new aluminum roof drip edge, gutters and downspouts, siding, soffits, new exterior doors, interior and exterior trim repair, new thresholds, and new combination storm and screen doors.

For the 19 handicapped units receiving a full remodel, additional kitchen, living room, bedroom, bathroom and porch areas will also require rehabilitation. The community building will also receive kitchen, gathering room, laundry room and office repairs.

Exterior steel and iron members will require surface preparation to Commercial Blast Cleaning standards (SSPC-SP 6/NACE No. 3) and will be coated with a zinc-rich primer or a high performance coating system.

Exterior door frames will require cleaning and etching aluminum surfaces of oxides, pre-treating with a chrome phosphate conversion coating, pre-treating with a chromic acid sealer/rinse, priming with a baked-on modified polyester primer and top coating with a baked-on polyester enamel.

Concrete walls and ceilings will receive a three-coat latex system with an acrylic masonry sealer first coat with a waterborne interior flat finish intermediate and finish coating. Concrete siding, flexboard, transite board and stucco will require a three-coat latex system with an acrylic masonry sealant, and two coats of exterior paint with flat finish. Concrete block members will require a three-coat latex system with high-build masonry block filler and two coats of waterborne exterior paint with flat finish. Non-vehicular concrete floors will require a self-priming latex system using a latex floor patio and low sheet enamel two-coat system.

Wood exterior decks including pressure-treated lumbers and non-vehicular flooring will require a two-coat water-based/waterborne alkyd system. Wood siding, trim, shutters and sashes will be coated in a high-hiding all-purpose primer and two coats of waterborne exterior satin paint.

Drywall including walls, ceilings, gypsum board and similar items will also receive a three-coat latex system using a high-hiding all-purpose primer with a waterborne interior eggshell intermediate and finish coating.

Metal-galvanized trim and paneling will receive a three-coat system using an all-hiding all-purpose primer with a waterborne interior satin intermediate and finish coating. Additional metal-galvanized members will require a three-coat system with an acrylic metal primer and two coats of a waterborne exterior paint.
