NYC Bridge Coating Work Out for Bid

New York City is seeking contractors to perform a protective coating application on the West 207th Street Bridge spanning the Harlem River.

Bids are due April 18.

Scope of Work

The project will involve rehabilitation and coating of the West 207th Street Bridge, otherwise known as the University Heights Bridge, connecting the boroughs of Manhattan and the Bronx. The current swing-type bridge opened in 1908 and originally cost $1.1 million to construct. The swing span was replaced in 1992.

The chosen contractor will oversee surface preparation of new and previously painted steel substrates. Steel members will be prepared through Solvent Cleaning (SSPC-SP 1), Hand Tool Cleaning (SSPC-SP 2), Power Tool Cleaning (SSPC-SP 3), Commercial Power Tool Cleaning (SSPC-SP 15) and abrasive blast-cleaning to Near White (SSP-SP 10) standards. Steel members receiving a total coating replacement will require an epoxy zinc/epoxy penetrating sealant primer, epoxy intermediate and urethane finish coating.

Work will also include cleaning and pressure washing existing coatings for over coating. For overall cleaning, surfaces will require Solvent Cleaning (SSPC-SP 1), Water Blasting (SSPC-SP 12) and Commercial Power Tool Cleaning (SSPC-SP 15). Steel members receiving over coating will receive a spot epoxy zinc primer, epoxy penetrating sealant intermediate and urethane finish.

Contractors will also oversee cleaning of bare and painted galvanized surfaces with water jetting, pressure washing and Solvent Cleaning (SSPC-SP 1). Uncoated galvanized steel will require a cleanliness through Water Blasting or Water Jetting to Bare Substrate (SSPC-SP 12/NACE WJ-1). Bare galvanized steel will then receive a spot epoxy zinc-rich primer, full epoxy intermediate and full urethane finish coating.

The owner-approved manufacturers for all systems are Ameron, Carboline, ICI Devoe, MAB and Sherwin-Williams.

A one-year anniversary inspection will be conducted approximately 12 months following inspection after completion of the field painting project. All locations where coating exhibits disbonding, cracking or defects must be repaired at no cost to the New York City Department of Transportation at that time.

The existing coatings contain lead or hazardous materials. Supply and containment of paint removal debris is required. Wash water collection is also required.

Certification to SSPC-QP 1 and QP 2 is required.
