The Pennsylvania Department of Transportation has awarded a project in the amount of $2,498,075 to Advantage Steel & Construction, of Saxonburg, Pennsylvania, for the rehabilitation of the Homestead Grays Bridge and the associated West Drive Ramp located in Homestead Borough, Pennsylvania.
Advantage Steel & Construction was the lowest of two bidders. An additional bid in the amount of $3,079,057 was submitted by J.F. Shea Construction, of Walnut, California.
The project’s cost was estimated between $1,000,000 and $2,499,999.
Bids were due June 7.
Scope of Work
The project will involve rehabilitation of the Homestead Grays Wichert truss bridge, which spans the Monongahela River between Homestead Borough and the Squirrel Hill neighborhood of Pittsburgh, and the associated West Drive Ramp.

The awarded contractor will oversee painting new and existing structural steel using an organic zinc-rich system. The steel will require abrasive blast-cleaning to Near White (SSPC-SP 10) standards and coating with a three-coat organic zinc-epoxy-urethane system selected from NEPCOAT List B. The owner-approved manufacturers are Ameron (PPG), Carboline, Wasser, Sherwin-Williams and International Paint. Prior to coating, steel will require testing for soluble salts and as-needed chloride remediation. Containment according to SSPC-Guide 6 and waste disposal according to Guide 7 are also required.
The chosen contractor will also oversee 9,235 square yards of penetrating sealant protective coating for reinforced concrete superstructure surfaces. The owner-approved manufacturers are BASF and Euclid. Bridge decks will receive 520 square yards of epoxy surface treatment application. The owner-approved manufacturers are Cargill, Cornerstone Construction Material, E-Bond Epoxies, E-Chem, Kwik Bond Epoxies, P3 Infrastructure, Sika Corporation, Transpo and Dayton Superior.
Certifications for SSPC-QP 1, QP 2 and QP 3 are required.
