The Department of the Air Force, Air Mobility Command is soliciting quotes from contractors to repaint an existing display cargo aircraft at the 628th Air Base Wing at Joint Base Charleston, South Carolina.
Bids are due for this project by July 2. This project is a set-aside for small businesses with a size standard of $15 million.
Scope of Work
The awarded contractor is responsible for all management, tools, supplies, equipment and labor necessary to properly prepare and coat one C-124 static display aircraft. The project will require the protection of real property and must comply with all commercial practices, environmental codes and federal, state and local regulations.

Before preparing the surfaces of the aircraft, the contractor must photo document all existing aircraft markings and paint scheme for proper duplication. Following this step, the contractor is also responsible for providing Quality Assurance Personnel with a list of all required surface repairs. All discovered surface damage is to be repaired and bird-proofed prior to coating applications and must be in accordance with Air Force guidance and technical orders.
When prepping the aircraft surfaces for paint, the contractor is to sand and wash the entire outer surface, removing all bird droppings and peeling existing coatings. Any remaining edges of peeling paint are to be feathered and all bare metal surfaces require one coat of a metal primer.
Finally, the contractor is to apply one prime coat and two finish latex coats to the aircraft by roller or airless sprayer methods. The contractor is to coat between all gaps, giving the aircraft a uniform appearance. After applying all finishing coats, stencils and decals are to be reapplied by the contractor and match the original in shape, size, color and location.
Performance will begin within 30 calendar days after award of contract and onsite work will be completed within 90 calendar days after award of contract.
Owner-approved brand is Sherwin-Williams or approved equal.
